PREFACE
Welcome to the Engineering & Technical Services department, often referred to as ETS. As the backbone of infrastructure at the Foundation, ETS personnel are responsible for the maintenance and continued operation of the site’s hydroelectric dam and critical systems. From day-to-day upkeep to high-pressure crisis response, our technicians and engineers play a vital role in ensuring stability in the Foundation.
This document provides an overview of the structure, expectations, and procedures of the Engineering & Technical Services department as a whole. Within it, you’ll find departmental regulations, promotion requirements, and operational guidelines necessary to succeed in your role or to support your aspirations in joining the department in the future. CHAIN OF COMMAND
The chain of command outlines the departmental ranks along with each rank's promotional requirements. The structure of the department is broken down into three categories: Technicians (Core Staff), Engineers (Command), and Lead Engineers (High Command).

Apprentice Technician | Security Class 0
Newly inducted members of the department, Apprentices assist in low-risk maintenance tasks and observe operations to build knowledge.
Submit and pass the Engineering & Technical Services application through the Application Center
Apprentice Technicians have 1 month to complete their promotion requirements or they are exiled from the department. This is currently paused.
Service Technician | Security Class 1
Trusted with performing standard tasks and basic dam upkeep, Service Technicians are considered fully onboarded members of the department.
Attend a Apprentice Orientation;
Attend a Hydroelectric Dam Operations Training;
Log and complete 5 maintenance/logistics activities;
Log 2 hours of total on-site activity;
May be completed by performing routine maintenance and logistics, or by shadowing a ST+ performing dam operations;
Pass the Apprentice Final Exam with an 80% or above.
Advanced Technician | Security Class 1
Advanced Technicians are experience and reliable technicians who assist Engineers, being permitted to handle more sensitive and critical systems.
Log and complete 15 maintenance/logistics activities;
*Complete or assist with 7 power logs;
3 Upregulation Power Order
3 Downregulation Power Order
1 Peak Load Power Order
Complete and pass 1 standard inspection report;
Complete 1 advanced inspection report with a grade of B or above;
Log 10 hours of total on-site activity;
Been in the department for at least 1 week.
Senior Technician | Security Class 1
Senior Technicians are the most seasoned of the technician tier, often guiding apprentices and subordinates. They are trusted to manage operations independently, and are being prepared for transition into a full-fledged Engineer.
Log and complete 25 maintenance/logistics activities;
*Complete or assist with 12 power logs;
5 Upregulation Power Orders
5 Downregulation Power Orders
2 Peak Load Power Order
Complete 2 advanced inspection reports, 1 with a grade of B or higher and 1 with a grade of A or higher
Log 20 hours of total on-site activity;
Been in the department for at least 3 weeks.
Facilities Engineer | Security Class 2 (Limit 25)
Facilities Engineers are the first tier of command, considered Junior Command, acting as shift leads and overseeing technicians during routine operations.
Log 30 hours of total on-site activity;
Been in the department for at least 1 month;
Pass the Engineer Academy application as a Senior Technician;
Released on a limited, as-need basis
Graduate from the Engineer (Command) academy.
Staff Engineer | Security Class 2 (Limit 8)
Staff Engineers, considered Medium Command, act as team leads, responsible for providing technical and administrative expertise within their field to support subordinates and the High Command team.
Handpicked by the Lead Engineers & Technical Services Director;
Complete and pass the command probationary phase.
Lead Engineer | Security Class 3 (Limit 4)
Lead Engineers, considered High Command, coordinate large-scale maintenance efforts and long-term operational strategy, directly supporting the Director in department-wide initiatives.
Handpicked by the Techncial Services Director.
Technical Services Director | Security Class 4 (Limit 1)
The Director, considered Central Command, is the executive head of all Engineering & Technical operations and administrative functions.
Handpicked by the Department Overseer.
CODE OF CONDUCT
All members of the Engineering & Technical Services are expected to follow a Code of Conduct at all times. Command personnel are also expected to follow the infraction system when issuing punishments.

DEPARTMENT EVENTS
Engineering & Technical Services regularly hosts a variety of events that promote knowledge, department engagement, recognize achievements, and connect with the broader site community.
Engineering Summit
Large-scale monthly gatherings hosted by Lead Engineers and the Technical Service Director to give department updates regarding the previous month, review activity, distribute medals, and spotlight top highlights and performers. These events help set the tone for the month ahead.
Trainings & Orientations
Core training events hosted by command personnel to prepare Apprentices and members for duties or certifications. These are often required for promotion and help reinforce department expectations.
Engineer Academy Graduations
Department-wide rallies to celebrate those who have completed the Engineer Academy. Graduates are formally recognized and introduced as Facilities Engineers.
Rallies
Gatherings held whenever the team wants to come together, whether to collaborate on maintenance tasks, share informal updates, recognize achievements, or simply connect and build camaraderie. Rallies can range from focused work sessions to casual hangouts.
Dam Tours
Public events hosted by Advanced Technicians+ that showcase the hydroelectric dam and its key areas to Foundation Personnel and Class Ds. These tours are not instructional in nature but serve to promote interest in the department and highlight its operations.
During DEA-led tours, Advanced Technicians+ will lead the dam portion if included.
During DEA representative tours, Staff Engineers+ will handle the dam portion if included.
Gamenights & Community Events
Informal events held to build camaraderie and maintain morale; open to all department members.
All events will be announced in the appropriate Discord channels.
