PREFACE
The Engineering & Technical Services oversees facility infrastructure testing to ensure power functionality is performing at its peek performance. The purpose of this test is to examine sector power functionality when a power reset occurs. Technicians are to verify the status of the sector before and after a blackout.
REGULATIONS
ETS members who are performing a power test must abide by the following procedural regulations:
Advanced Technicians+ are permitted to do a test.
Any ETS, regardless of rank, are permitted to assist in test.
Unless stationed/ monitoring the dam or assisting in CSC duties, all technicians must assist in the power test.
Power tests cannot be conducted within two hours of a previous test.
ETS must abide to site restriction policy when verifying sector status (i.e. If you do not have access into a particular room, do not enter it, do not ask for an escort to verify power status in a room you do not have access to).
To be clear, during a power test, no one should be entering inner CDCZ to check for power, even if you ask for an escort.
The following blackout pathway must be used:
Security Wing > Administrative Wing > Civil Sector > Class D Containment Zone
The Anomaly Containment Hub (ACH) can NOT be turned off.
If Protocol Possible Breach, Breach, Rise, or Riot is called during the test, the test is to be immediately abandoned and return to full power functionality.
VALID VETOS
If any foundational personnel raises an objection to the test, it must fall under the following reasons:
Regulating bodies (i.e. EC, AAC, etc.) may object at their discretion
Combative personnel with valid rank may object at their discretion
Security Department (Security Guard+)
Military Police (Any member)
Security Response Unit (Any member)
Mobile Task Force (Any member of any division)
ETS Command/ Site Director/ O5 Council may object at their discretion
ScD undergoing testing
Ongoing site event (i.e. CMT, lore events, raid, etc.)
LOGGING
The Advanced Technician+ who is hosting the test must log in #power-tests-logs.

PROCEDURE
Coordinate with ETS members with your intention to do a power test.
Host of test must assign any ETS member at the grids.
Host must accompany the ground team of ETS members at each sector.
In this procedure, you'll notice non-host members have lines for the radio. For an immersive experience, have different ETS members say these lines when applicable.

Host announce in radio stating the intention to do a power test:
"ETS will be conducting a sector power test. If any Foundation personnel has a valid objection to the test, please state in radio now."
If there are no objections, continue as planned. If there is an objection, immediately stop the test.

All ETS must report to the first sector on the list. Upon arriving at the first sector, Host must state in radio:
"[Sector Name] will be undergoing a controlled blackout, please stand by."

Turn off power. Upon blackout, ETS must sweep the sector to ensure the entire sector is offline. Upon verifying blackout, non-host must state in radio:
"Sector blackout verified, power start up beginning."

Turn on power. Upon power initiation, repeat the sweep to ensure power is completely on. Upon verifying power, non-host must state in radio:
"Sector power initiation verified, proceeding to next sector."

Repeat steps 3-5 for all sectors. Security Wing > Administrative Wing > Civil Sector > Class D Containment Zone. Upon initiating power for the last sector, Host state in radio:
"Sector power initiation verified. Power test concluded."

Miscellaneous Step:
If any protocols were to be enacted during the test, the test is to be abandoned, and the host must state in radio: "Emergency power enabling. Abandoning power test."
